Advisory Board

The M.Sc in Public Administration and Local Government since its establishment, has as its main goal the pursuit of Excellence which runs through the entire educational process and its actions. In this context, he is setting up an advisory board which will have a supporting and advisory role to the Coordinating Committee, regarding the action of the MSc, the Study program and the entire educational process. The Advisory board is the connecting link and the bridge of interaction and feedback between the MSc and modern scientific developments, the demands of society and the professional field in the areas of the scientific fields of the Knowledge Object of the MSc
The members of the Advisory board are defined as seven (7), they come from the academic field, the professional field, and from the local community, and their status as well as their work is relevant to the subject matter of the MSc. as described above. The Term of the members of the Advisory Committee is two years and follows the term of the Coordinating Committee

Antonios Makrydimitris

Professor Emeritus of Administrative Science, Department of Political Science and Public Administration, University of Athens.

He studied law and political science at the University of Athens and completed postgraduate studies (LLM and Phd) with an IKY scholarship at the London School of Economics and Political Science and at University College, University of London. As a Fulbright Scholar he was a Research Fellow at Princeton University, USA in 1992. He has also carried out studies and lectured at the Universities of Cambridge and London, England.

From 1985 to 2022 he taught at the Department of Political Science and Public Administration of the University of Athens: initially as a Specialist, from 1988 as Assistant Professor of Administrative Science, from 1992-98 as Associate Professor and since then until 2022 as Professor. He has served as Director of the Department of Administrative Science and Public Law, as well as of the Laboratory of Administrative Sciences at the University of Athens.

He has been a member of expert committees on public administration issues in Greece and abroad, vice-president of the Hellenic Institute of Administrative Sciences, member of the National Committee for Human Rights, of the Scientific Council of the International Institute of Administrative Sciences and of the Editorial Board of the International Review of Administrative Sciences, as well as of the Committee of Experts on Public Administration of the Economic and Social Council of the United Nations. He has also served as Advisor to the Prime Minister (2004-2009), President and CEO of Public Television (2014) and (acting) Deputy Minister of Interior and Administrative Reconstruction (2015).

He has written studies and articles on issues of administration and governance, public policy, political and administrative history, political and social theory. His research interests include state reform, political leadership and ethics in public administration and politics. He is also systematically involved in literature

Nikolaos-Komninos Chlepas

Professor of Regional Administration and Local Government, University of Athens, Greece

He studied law at the University of Athens. Afterwards, he completed his postgraduate studies with a scholarship from the State Scholarship Foundation (IKY) in Germany (University of Bremen), where he was awarded a Doctorate in Law. The publication of his thesis was funded by the Nolting-Hauff Stiftung in Germany. Since 1993 he has been teaching at the Department of Political Science and Public Administration of the National and Kapodistrian University of Athens.

He has worked as Head of the Legal Department of the Hellenic Council for Refugees. He has been a member of the National Commission for Human Rights, a member of the Scientific Council of the National Centre for Public Administration and Self-Government, and a member of the Institute of Local Government. He was President of the National Centre for Public Administration and Local Government (2010-2012). He has participated in many legislative and other committees as an expert, and was vice-chairman of the legislative drafting committee of the law "Kallikrates". He is a regular member of the Independent Committee of Experts at the Congress of Local and Regional Authorities of the Council of Europe. He is a member of the editorial board of the International Review of Administrative Sciences (IRAS) published by the International Institute of Administrative Sciences (IIAS).

He has participated in a large number of Greek and international research projects and studies, and his articles have been published in Greek and foreign journals and edited volumes. He has published five monographs and edited ten edited volumes.

Theodore Sakkelaropoulos

Professor Emeritus of Economic and Social History of 20th Century Greece, Department of Sociology, Panteion University

Professor Emeritus of Panteion University. He was Dean of the Faculty of Social Sciences of Panteion University, General Dean of the Faculty of Social Sciences of Panteion University. Secretary of Social Insurance of the Ministry of Labour and Social Insurance. Since 2006 he has been publishing the scientific journal "SOCIAL Cohesion and Development".

Argyris Passas

Professor Emeritus of Public Administration and European Integration, Department of Regional Administration and International Relations, Panteion University

Anargyros (Argyris) C. Passas is Professor Emeritus of Public Administration and European Integration and holds the Jean Monnet Chair in Public Administration & European Integration. He studied Political Science and International Relations at the Université Libre de Bruxelles and specialized in European Studies (Licence Spéciale en Politique Européenne) at the Institute of European Studies of the same university. He holds a PhD from the Department of Public Administration of Panteion University on "European Political Cooperation and the limits of intergovernmentalism. Contribution to the investigation of the unifying dynamics. Effects on the functioning of the state mechanism after the adoption of the Single European Act" (Supervisor Professor Dimitris T. Tsatsos †).

He teaches at Panteion University, the Hellenic Open University, the National School of Public Administration and Local Government and is a regular research associate and instructor at the Cyprus Academy of Public Administration. He has published books, articles and studies in scientific journals and edited volumes in Greece and abroad in the fields of European integration, public policy and public administration. In his professional career he has worked in the European Parliament (1980-1984 and 1994-1996), and has served as a Special Scientist at the Ministries of Education and Religious Affairs and Foreign Affairs for the third (1994) and fourth (2003) Greek Presidency of the Council of the European Union. He was a member of the Scientific Council of the European Institute of Public Administration (EIPA/IEAP Maastricht) and served as Secretary General of the National Centre for Public Administration (1996-2001). From 2010 to 2013 he was the scientific officer responsible for the design and implementation of the training activities of the Cyprus Public Administration for the first Cyprus Presidency of the Council of the EU (July-December 2012).

His research interests include the fields of European Integration (Institutions, organisation and functioning, decision-making and policies of the EU), Public Policy and Public Administration at national, European/regional and international level.

John Kostis

Administrative Scientist Assistant Ombudsman

Yannis S. Kostis studied political science at the National and Kapodistrian University of Athens and holds a Master's degree from the Department of Political Science and Public Administration of the same University, specializing in "State and Public Policy".

He is a graduate of the National School of Public Administration and Local Government.

He serves as a special scientist at the Ombudsman and served as an Assistant Ombudsman in the Social Protection Circle during the period 2018-2021.

His scientific interests are related to the organization and efficiency of public administration. He has published articles on historical and social institutions, as well as on social security and solidarity, with a focus on social protection actors.

Vasilis Papaefstathiou

Deputy Mayor of Strategic Planning of the Municipality of Kalamata, Civil Engineer with postgraduate specialization in architecture / environmental design of cities and buildings

Graduate of the School of Civil Engineering NTUA with postgraduate studies at the School of Architecture NTUA, MSc Architecture / Urban Planning and at the School of Techn. MSc Environmental Design of Cities and Buildings, MSc Environmental Design of Cities and Buildings. He is a PhD candidate in Architecture of NTUA and since 2024 he is Deputy Mayor of Strategic Planning and Climate Neutrality of the Municipality of Kalamata.
He is co-founder of the interdisciplinary group Ey-place, which is active in promoting the value of public space and organized the exhibition Imagine the City: Kalamata 2015, of Filmhouse / New Film Club of Kalamata, and participates in initiatives such as Kalamatamove, the interactive platform for the mobility of disabled people in Kalamata and Voices through the Buildings, the electronic database for recording and highlighting the buildings of Kalamata.

Dionysis Thomas

Economist with a master's degree in management, former Associate and lecturer at TEI of Peloponnese, Regional Councillor

He is Vice President of the Board of Directors of the 11th Regional Section of the Southeastern Peloponnese of the Economic Chamber of Greece. He has taught in the Postgraduate Program of the Department of Nursing of the University of Peloponnese "HEALTH CARE SERVICES MANAGEMENT AND CRISIS MANAGEMENT" in the course "Principles of Organizational Management and Project Management". He has served as a coordinator of training activities of the ANELIXIS CEC in the Peloponnese Region. From 9/2007 to 2/2010. Courses: Business Economics, Principles of Economics, Principles of Management. He has served as President and CEO of Axiopoin SA, head of the working group for the provision of Technical Support Services for the implementation of the Integrated Urban Development Programme of the Municipality of Sparta.
